The Broadcasting Authority is an independent statutory body established under the Broadcasting Authority Ordinance (Cap. 391) in 1987 for the regulation of the broadcasting industry in Hong Kong.
Our role is to facilitate broadcasters and industry players to operate in a fair and stable environment; to secure proper standards of broadcasting; to assist the Government of the Hong Kong Special Administrative Region in the execution of its broadcasting policies; and to administer all relevant legislative requirements and licence conditions.
To foster an environment which is conducive to the healthy development of
the broadcasting industry, the Broadcasting
Authority adopts a light-handed and pro-competition
regulatory approach. The Authority provides
guidance to industry players in the form of
guidelines on the operation of the regulatory
framework, including how the statutory competition
provisions are administered.
We cherish freedom of expression in the community. There is no pre-censorship of broadcasting materials. To secure broadcasting standards, the Authority issues codes of practice which are prepared through a process of open, public and industry consultation. The Authority also conducts regular surveys and operates a Television and Radio Consultative Scheme to gauge the standard and expectation of the public on taste and decency.
