| Handling of Complaints
The BA deals with complaints
about television and radio broadcasts and imposes
sanctions on the broadcasters for contravening the
various provisions and requirements.
The BA enforces the anti-competition provisions and
deals with complaints about contravention of the provisions.
Radio
Television Hong Kong (RTHK),
being Hong Kong's public broadcaster and a Government
department, is not governed by the BA. It has, however,
proclaimed on a voluntary basis to adhere to the programme
standards set by the BA under the Memorandum of Understanding
signed by the Director of Broadcasting,
the Secretary for Commerce, Industry and Technology
(the then Secretary for Information Technology and
Broadcasting and the then Secretary for Recreation
and Culture) and the Chairman of the Broadcasting
Authority first in September 1995 and later revised
in October 1999.
Complaints on radio or television
reception problems are referred to the Telecommunications
Authority (TA) for investigation.
