Overview

There are four categories of television programme services under the Broadcasting Ordinance (BO). Licences for domestic free television programme service (domestic free) and domestic pay television programme service (domestic pay) are issued by the Chief Executive in Council (CE in C) while licences for non-domestic television programme service (non-domestic) and other licensable television programme service (other licensable) are issued by the BA.

After the licences are issued, the monitoring of licensees’ performance and compliance falls on the BA established under the Broadcasting Authority Ordinance (BAO).The BA administers the BO, issues codes of practice, guidelines and directions, processes complaints and imposes sanctions where any non-compliance occurs. The sanctions range from an advice to revocation of licence or recommendation to the CE in C on revocation of the licence if the licence is issued by the CE in C.
